Fundamental Inc. was contracted by the Town of Torbay to develop a Request for Proposal (RFP) to procure a state of the infrastructure report as the first step in the Town’s journey to develop an Eco-Asset Management strategy.

The RFP document was developed based on the provincial procurement templates and included delivery of an evaluation manual, as generally requested by the Department of Municipal Affairs and Environment.
The scope of work for the RFP, entitled Town of Torbay Asset Management – Infrastructure/Tangible Asset Locating, Mapping, Condition Assessment, was developed to specifically include the Town’s engineered infrastructure, as well as the Town’s natural and eco-assets.  Respondents were asked specifically to comment on valuation techniques for natural assets as well as include climate change projected impacts and vulnerabilities.
