Fundamental Inc. collaborated with econext and the City of St. John’s to develop a framework for a Province-wide residential energy efficiency financing and energy coach program through a funding partnership with the Federation of Canadian Municipalities (FCM – Community Efficiency Financing funding program). Fundamental Inc. managed the engagement of a variety of government, industry, private, public, and not-for-profit stakeholders and was primarily responsible for the program design and management of the project. The project included a jurisdictional review of Canadian and American examples of energy efficiency financing programs in the residential sector – including PACE models, third party delivery models, and leveraging private capital through banking institutions. Key aspects around protection of vulnerable households (just transition), legislational challenges, and assessment of high impact existing programs were evaluated and consolidated into the final program design. The final report was completed in December 2022.
