The Rural Asset Management in a Changing Climate (RAMCC) Project was a joint effort of Conservation Corps Newfoundland and Labrador (CCNL), Fundamental Inc., and the Towns of Brigus, Clarke’s Beach, Cupids, and South River. The initiative was offered through the Municipal Asset Management Program, which was delivered by the Federation of Canadian Municipalities and funded by the Government of Canada.
The RAMCC project was designed using a Low Carbon Resilience approach – both climate change adaptation and climate change mitigation studies were conducted alongside traditional asset management exercises. The overall purpose of the project and the resulting documents was to provide each Town with the information required to make climate-conscious, financially and socially responsible decisions related to the management of their assets and delivery of services.
CCNL was responsible for completing a corporate greenhouse gas (GHG) inventory, climate change vulnerability assessment, asset inventory and condition assessment, and level of service review for each of the 4 partner towns. CCNL partnered with Memorial University and Mitacs to complete a watershed hazard model for the region.
Fundamental Inc.’s role was to analyze the information from each of these data gathering exercises, compile into a final report and decision-making framework, and provide recommendations for action. The resulting climate-conscious, eco-asset management matrix summarized all key asset/service information and their associated climate risks and opportunities in one easy-to-use, living document. Fundamental also created an infographic for each Town and presented the final documents to each council.
